Public Review Period

According to California Housing and Community Development (HCD), the Housing Element must undergo a draft process subject to a 30-day public comment period, and if comments are received, an additional 10-day consideration and revision period prior to HCD submittal for preliminary review. The 30-day Public Review Period began on Thursday, November 17, 2022 and will end on Monday, December 19, 2022 at 5PM PST.


Where to Find the Document & How to Comment

The 30-day Public Comment Period is a vital step in the 6th Cycle Housing Element Update planning process. Community members are integral to shaping the way a place evolves. This is why we ask that you please engage and provide feedback on the Initial Public Review Draft Housing Element. To ensure maximum participation, we are offering two ways to review and comment on the Initial Public Review Draft Housing Element.

In the column to the right, you may access and leave comments on the Initial Public Review Draft Housing Element in two ways.

1. Chapter by Chapter - From the menu on the right, click the chapter you wish to view, and you will be directed to a new page with the contents of a single chapter. You may leave a comment in the “Write a comment” box at the bottom of the page.

2. Download Full Document and email us - Click the link to the right to download. You may email your comments to Housing@emcplanning.com


Please note: In order to leave comments online, you are required to provide a name and email address. If you wish to remain anonymous, you may use an alias in the required sections.


Next Steps

The public comment period of the Initial Public Review Draft Housing Element will end on Monday, December 19, 2022 at 5PM PST. An additional 10-days will be taken for comment consideration and revision prior to HCD submittal for preliminary review. After the 10-day consideration and revision period, the Initial Public Review Draft Housing Element will be submitted to HCD for a 90-day review period.


Please note: All public comments received will be reviewed by HCD.

There is too much traffic already on Sir Francis Drake. By introducing another complex in Larkspur, this will further extenuate the traffic problem and cause our roads to be undrivable

Overall I am very supportive of the draft. The assessment and support of affordable housing and poor people has some real substance. However, there are two aspects in which I feel it falls short. Just-cause eviction rules and other tenant protections are only meaningful insofar as all tenants has the capability (in knowledge, time, and legal council) to enforce them. While city-provided online resources are a good start, professional legal council should be made available for free to those facing potential eviction, to put poor tenants on a level field with landlords. The city should also clarify that the first and best answer to homelessness is to keep people in their present homes, even when it costs money. The overall cost savings to local government by preventing homelessness before it happens are well-studied; see e.g. Evans et al. Science 2016, 353, 694–699; or the "Housing First" model endhomelessness.org/resource/housing-first/.
